The VSP does not receive the serial number or even what you bought... unless you buy multiple handguns within a 5 day period. They simply know you are buying A pistol, revolver, rifle, or shotgun. No serial number? All stripped lowers will come with a serial number. Curious about this.

As long as you do the paperwork for the stripped lower, you can build as many as you wish, just cant do more than one for resale, you would then become a manufacturer.

The lower receiver is the part with a serial number. There is no registration per say, however when you purchase a firearm, the serial number is recorded on your federal form, and kept by the FFL for a period of 20 years.
