I am going to be moving to Va. Looking at building my own ar lower ( 80%). Cannot find anything about manufacturing your own firearms in Va laws. Its legal in Ca, so figure I should be ok there.
Will be built for personal use, not for resale. No serial number.

No problem with assembling an AR for yourself, unless it's full auto. Then it has to be registered as a machine gun.

No serial number? All stripped lowers will come with a serial number. Curious about this.
As long as you do the paperwork for the stripped lower, you can build as many as you wish, just cant do more than one for resale, you would then become a manufacturer.

The 80% lower is not considered a functioning firearm, therefore it has no serial number. It is up to the individual to put on it, and while it is not required, it is highly recommended to avoid trouble. You may not get convicted for it, but do you want the expense of attorney's fees and court appearances to PROVE you are innocent?
It is by federal law, legal to build (from scratch) one firearm, for yourself, per year. Anywhere in the US unless otherwise restricted by local law.

@Jacob, thanks that is what I was asking. I know the federal law, just couldn't find anything for Va. I will put a number on it, but it doesn't have to be registored.
Now another question, what does it take to have a full auto in Va. Have read the law and not sure I understand....you just registor after purchase??

Machine Gun Registration
§18.2-295 of Code of Virginia, as amended, requires every machine gun in the Commonwealth to be registered with the Department of State Police within 24 hours after its acquisition. A Certificate of Registration, valid as long as the registrant remains the same, shall be issued upon receipt of a completed Machine Gun Registration Application (Form SP-115).

Yes, just fill out your form and send it off to the state police. Quick and easy.
