ugh..stupid phone. My question is qhen building, what part or point do you have to register with the ATF

You don't have to register a standard built AR. :)
I had a SCAR 17 and 16. I also had a bunch of Glocks and a couple H&K pistols. Oh and a DDM4, but I sold everything when our government told me these dangerous tools can actually hurt someone. Apparently they grow legs and go on killing sprees.

The lower receiver is the part with a serial number.

There is no registration per say, however when you purchase a firearm, the serial number is recorded on your federal form, and kept by the FFL for a period of 20 years.

All other items can be ordered online and shipped directly to your home.

Have fun building it, it is a lot of fun and feels good.

If you are near berryville i happen to have a stripped lower available. $95 after transfer and taxes. I am an FFL by the way :wave:
