VA owns none of the waters of the Potomac so they would have no effect on carrying. A fishing license would be recognized but that's all. Depending on where you are the Potomac is owned by either WV, DC, or MD. Great story, Rick. Good example for the rest of us to follow. And I agree with Gary. Sounds like a great place for an OC picnic which I would indeed attend and OC. Groups are much harder to harass.

I can personally affirm Moccasin's statement above, as the wife and I frequently visit Colonial Beach (area further south from the Nice Bridge on the VA side of the Potomac). Spoke to LEO's down there on last visit (mid-July) the Official Boundary line of MD/VA is the low-water mark (up to 36ins/3ft) on the VA-side, everything else is ALL Maryland. Got a "crash-course" in the laws of the two states (MD/VA) and how, folks to avoid gambiling laws (back in the early days) would have docks run out into the Potomac (starting on the VA-side) to the water boundary lines, and have Riverboats dock there so that that could "legally" gamble, but still be in MD.
The area is (generally) absolutely BEAUTIFUL; they do have some newer condo's/townhomes sprouting up, etc - but otherwise it has always reminded me of Amityville (not the horror movie, but the sleepy lil town with the big shark problem).
Another vote for an OC picnic down there....

I knew it had something to do with a low or high water mark/tide but wasn't exactly sure. Just don't be standing in the water when MTA shows up and you should be ok. Been to Colonial Beach many times and it is a very nice area. Any place along the Neck would be a great place for an OC picnic. I avoid Jersey, can't stand the smell. But that is how MD is from what I've seen of it, they'll let anyone in but you have to pay to get out. I guess that's the only way they can keep residents, those that can't afford the toll can't leave.

This was an interesting story, I myself CC but have been wanting to OC for some time. I'm not comfortable OCing, although I really want to. I too agree an OC picnic would be a great idea. The OC picnics in the hampton/Norfolk area are a little farther than I would like to travel.

Ive been stripper fishing on the Bridge Tunnel and have routinely caught crabs on the first and second islands!
