.40 cal and the other common SD rounds are not even remotely hand cannons. E.g. they would be very poor choices to hunt even medium sized game with; the standard SD cartridges aren't overpowered, if anything they are underpowered as a compromise for easy of use and rapid follow up shots. They all are around that 400-500 ft-lbs because that's what the average person can handle reasonably well with limited training. Same goes for LE/military. For example, it almost always requires several rounds to stop an attacker.
