Smaller is probably better so you don't put her off with recoil, but I would stress that she should choose (within reason). What does she want to compete in? What appeals to her? There's no place near Stafford that sells real black powder that I know of. Clark Brothers sells GOEX by the pound. I'd stick with a flintlock. Percussion caps are a passing fad and soon everyone will be shooting flintlocks again.
