Are they legal in VA and MD? For possession, carry?
Is OC legal for carry in MD?

I'm trying to figure out what my options are, primarily in MD, since I obviously cannot carry a gun there.

If there is no round chambered, and there is a loaded magazine which is kept next to the gun but not in it, the gun is unloaded, yes?
