1. Salem City Council throwing a tantrum because of new pneumatic gun law

Salem is putting off fixing its prohibition on shooting pneumatic guns within 100 YARDS of a house or road. Instead it's putting together a resolution condemning the General Assembly's actions to control the field of pneumatic guns. The same childish thing that Roanoke City Council did a few weeks ago. The power-hungary hate to give up any of their power over us.

Pretty inflated egos on City Council, I would say. They seem to have forgotten where they stand in the "pecking order" relative to the General Assembly.

All I can say is that they can throw all the hissy fits they want, but at the end of the day they best not try to enforce that old ordinance, as it has been preempted and City Council is fully aware of that fact.

If they take this item up on July 25th, our Salem area members ought to show up to make sure they repeal their preempted ordinance. We also need to watch Roanoke City Council and Roanoke County Board of Supervisors to make sure their ordinances are repealed, too.

Salem City Council tables revision of air gun code

Members joined Roanoke's council in opposing a new state law regarding air guns.

The Salem City Council on Monday night lent its voices to the recent chorus of Southwest Virginia localities unhappy with a state amendment regarding air-pressure-powered guns.

The council opted to postpone revising a city code section on pneumatic weapons until after it could object to an amendment drafted in April by the Virginia General Assembly. That amendment, which took effect July 1, prohibits localities from banning the use of pneumatic guns -- including paintball and airsoft pellet guns -- on private property as long as the guns are used with the property owner's permission and in a manner deemed reasonable.

Salem's current code prohibits use of air guns within 100 yards of a residence or public street, although Virginia code now takes precedence.

"It should be a local issue. It shouldn't be a state issue," said Councilman Bill Jones at Monday night's meeting. [PVC: Sorry, Mr. Jones, but it is a state issue. We are not talking about howitzers here, just air guns.]

Councilwoman Lisa Garst concurred, calling the state law "one more example of the continued erosion of local authority."

Councilwoman Jane Johnson moved to postpone revising the code "until they could put their displeasure into a resolution," and Vice Mayor John Givens seconded her motion.

The bill was sponsored by Sen. Roscoe Reynolds, D-Henry County, and got votes from every state lawmaker in the Roanoke Valley.

"It frustrates me that they would consider these things without consulting anyone on a local level," Johnson said. [PVC: Local governments had their chance to speak at committee hearings just like everyone else. If they choose not to, that's their problem.]

"I don't have all the numbers, but a huge majority of these people have never served in local government," Mayor Randy Foley said before the council unanimously voted to table the issue.

That puts Salem now in line with Roanoke's city council, which last month put off revising air gun codes and drafted a letter of complaint to the General Assembly. Copies of that document, dated July 5, were circulated to the Salem council prior to Monday's meeting.

Roanoke County is also pondering similar changes, according to County Attorney Paul Mahoney, but no such item is listed on the agenda for today's meeting of the county's board of supervisors.

Last month, Blacksburg also "reluctantly" changed its code to fall in line with the General Assembly mandate.

The Salem City Council is expected to meet again July 25.

We are still looking for a gun show coordinator in Norfolk. VCDL regional gun show coordinators are responsible for managing volunteers, scheduling and setting up tables at gun shows and other local events, and submitting a report to VCDL leadership after the event. Experience as a VCDL table volunteer is preferred but not required.
