Latency has always sucked for me at home -- suspect it's my old Toshiba cable modem. I used to work in the satellite communications arena where I got used to high latency and anything under a second for a double hop is tolerable.

You might get slightly better but latency is usually caused by number of hops and speed of network devices. High use periods usually cause latency at a server rather than the backbone unless its a real challenged environment like in a tactical AOR.
