It could be an amateur rocket test. There have been more and more of those high altitude rockets in recent years. Usually you get flight clearance from the FAA though to avoid issues like this and causing the military to panic about what it could be

Having spent the past 3 1/2 years of my life flying airplanes in the high 30 to low 40,000 altitudes, I can positively say that's not a contrail from a civilian jet transport aircraft.

I agree. That looks like a hell of a lot more thrust than any jet can put out. Also, you can see the flame coming from the business end.
