Legislative Update 2/11/10

This is a copy if the VA-ALERT email from VCDL that I just received. I am posting it here because I have a follow-up question.

MORE GOOD NEWS!

I just discovered that the One Handgun a Month repeal bill (HB 49,
Delegate Lingamfelter) was heard in the House Militia, Police, and
Public Safety subcommittee #1 at 5 PM tonight!

The bill passed out of subcommittee by a 5 to 0 vote!

I expect it will be heard tomorrow morning at 9 AM in the full
Militia, Police and Public Safety committee, along with all the other
bills that have passed out of subcommittee the last two weeks.

I'll be at the meeting with GSL stickers in hand.

Also, Delegate Morefield's Castle Doctrine Bill (HB 854) reported out
of the full House Courts of Justice Committee by a 16 to 5 vote! The
bill was changed to match the wording that passed the House previously.

HB 854 now heads to the House Floor for a vote in a few days.

This afternoon Delegate Gilbert's restaurant ban repeal bill (HB 505)
was on it's second reading. Delegate Morrissey asked one question
after the other hoping to come up with something to tank the bill, but
in the end Delegate Gilbert did an excellent job rebutting Morrissey.
The bills was engrossed (locked so no amendments can be made before
the final vote tomorrow). If it passes that vote, it is on its way to
the Senate!

HB 52, Delegate Cole's bill to make failure to produce a CHP when
asked by a law enforcement officer a $25 civil penalty, was reported
out of the House Courts of Justice committee by a 22 to 0 vote and
heads to the Floor for a vote in a few days.

Does anyone know anything more about this? I have a problem with being required to produce "papers" simply to satisfy someone's curiosity.
