My Dad once told me, "A man's not dressed without a knife". I expect that he had situations like this in mind.
Also, the fact that a 13 year old boy was in possession of a knife... that really shouldn't be news,lol. Once upon a time, in my lifetime, that was the norm. I imagine that, outside of school, in rural areas, it probably still is.
