Here’s the bottom line to this whole spying thing in relation to the Trump campaign.

The real reason there wasn’t a spy infiltrated into the Hillary campaign looking for any Russian connection was because, everyone in Washington believed that Hillary was going to be the next President and they didn’t want to know anything about her and the Russians.

It’s called plausible deniability.
