Every training class I've attended is always a clean area. No ammo of any type is allowed.
Survival shouldn't be a criteria when it comes to passing a training course.

Re: Gun Shop Fatality in OH
Sometimes students show up with live ammo, loaded mags etc. Even if you start with well searched students stuff walks into the classroom after a break, after lunch, someone walks to a car to get something else, and brings back extra stuff. You try to control the environment as much as you can, and keep your vigilance up, but things can and still do happen.
Depending on where in your building the training room is, you may have a situation where you can never truly have a 'safe' direction for handling drills. i.e. occupancy on all six sides of the room.

If the student violated the class's rules regarding live ammo in the room, he should be prosecuted and sued into oblivion.
