1. NOVA Armory grand opening on March 26 - antis expected

NOVA Armory will have its grand opening on Saturday, March 26, at 9 AM. Delegate Rich Anderson and some other VIPs will be there for the grand opening, as will I.
We expect the antis to be there. They formed a group solely for the purpose of torpedoing NOVA Armory and we can’t let that happen.
I’m sure the police will be happy to remove anyone who is actively trying to block access to the business.

2. VCDL membership meeting in Loudoun County on March 23
***********************************************************
VCDL will have a membership meeting In Sterling on Wednesday, March 23. Fellowship starts at 7 PM, with the meeting called to order at 7:30 PM. The meeting will be over at 9 PM.
Those wishing continued fellowship will go to nearby restaurant following the meeting.
The meeting is open to the public, so bring friends and family!
We will be discussing this year’s General Assembly session, look at some self-defense scenarios, and will do a Q&A.

3. VCDL membership meeting in Annandale on March 24
***********************************************************
VCDL’s monthly Annandale membership meeting is on Thursday, March 24. Fellowship begins at 7:30 PM, with the meeting called to order at 8 PM and adjourning at 9:30 PM.
We will take a look at the current reciprocity situation now that the “deal” has passed, we’ll update the status of the other current legislation, including undoing the Governor’s state-agency gun ban, a look at some more self-defense scenarios from a legal perspective, and will hold a Q&A session for attendees.
As with all VCDL membership meetings, this one is open to the public, so bring along friends, family, neighbors, and co-workers!

5. VCDL member to run for Hopewell City Council in November

VCDL member Brandon Howard is running for Hopewell City Council this November. If his name is familiar, he’s the person who was falsely arrested and harassed by the Hopewell police a few years ago while openly carrying a rifle (slung on his back, unloaded). He sued and there was a settlement with him earlier this month!

6. Updates on Virginia recognition and reciprocity

POSSIBLE NEW STATES AFTER JULY 1: MINNESOTA, NEVADA, COLORADO, MAINE, GEORGIA, NEW HAMPSHIRE
Member James Busch forwarded this information from an attorney who wishes to remain anonymous. It is a look at six states that might begin to recognize Virginia permits sometime after July 1. For the record, I am doubtful about Nevada and Minnesota:
1. Nevada: Possibly, dependent upon recent changes in Virginia law meeting the requirements of Nevada NRS 202.3689

2. Colorado: Pursuant to Colorado law (CRS 18-12-213), the State of Colorado will recognize a valid permit issued in another state:
a. IF the permit was issued to a resident of the state issuing the permit, and
b. the permittee is 21 yrs of age or older, AND
c. the other state recognizes Colorado permits as valid in their state.

3. Minnesota: Virginia was recently removed from recognition, due to a change in Minnesota law which reflected that recognized states must "substantially" have similar firearms carry laws. Unknown if the recent change in Virginia law will now be deemed to meet this criteria.
4. Georgia: Legislation passed in 1996 allowed Georgia to grant the privilege of firearm reciprocity to citizens of states which recognize Georgia firearms permits.

5. New Hampshire: 159:6-d Full Faith and Credit for Licenses From Other States; Reciprocity. – Notwithstanding the provisions of RSA 159:6, no nonresident holding a current and valid license to carry a loaded pistol or revolver in the state in which he resides or who is a peace officer in the state in which he resides, shall be required to obtain a license to carry a loaded pistol or revolver within this state if:
I. Such nonresident carries upon his person the license held from the state in which he resides; and
II. The state in which such person is a resident provides a reciprocal privilege for residents of this state.

6. Maine: Already a Constitutional Carry state, despite not recognizing a Virginia CHP. However, there are some advantages to having a recognized permit;
§2001-A. Threatening display of or carrying concealed weapon
1. Display or carrying prohibited. A person may not, unless excepted by a provision of law:
2. Exceptions. The provisions of this section concerning the carrying of concealed weapons do not apply to:
F. A handgun carried by a person to whom a valid permit to carry a concealed handgun has been issued by that person's state of residence if that person's state of residence honors a permit to carry a concealed handgun issued under this chapter;[2015, c. 144, §1 (RPR).]

UPDATE ON DELAWARE - NOT GOOD
Gary Slider with handgunlaw.us contacted Delaware to see if they are going to honor Virginia CHPs now that Virginia will continue to honor Delaware. The answer was “no."
If you have a Utah or Florida non-resident permit, you are good to go, however.

Of the seven legislators who tried bullying NOVA Armory’s landlord into breaking a lease, five of them voted for, wait for it… wait for it… anti-bullying legislation!
That’s right - bullies who don’t like bullies! Talk about self-hatred

The hypocrite bullies are: Senators Ebbin, Howell, and Favola and Delegates Hope and Lopez.
The anti-bullying bill was HB 1871 from back in 2013.
Definition from the legislation:
"Bullying" means any aggressive and unwanted behavior that is intended to harm, intimidate, or humiliate the victim; involves a real or perceived power imbalance between the aggressor or aggressors and victim; and is repeated over time or causes severe emotional trauma. "Bullying" includes cyber bullying. "Bullying" does not include ordinary teasing, horseplay, argument, or peer conflict.

The Governor destroyed two bills that would have allowed a person with a restraining order to use the order as a temporary CHP while they apply for a permanent permit. Guns save lives, but the Governor clearly doesn’t believe it. He, and the groups that pretend to support domestic violence victims, but oppose allowing them the means to protect themselves, need to talk to the young woman in this story.

Ex-Boyfriend Allegedly Violates Protective Order, Breaks into Home, Gets ‘Shot to Death’

An 18-year-old Midwest City, Oklahoma, woman shot and killed her ex-boyfriend after he allegedly violated a protective order by breaking into her home and assaulting her.
According to News Channel 10, police say the man “broke in through the window of the home” and “was shot to death” by the ex-girlfriend around 1:00 a.m. on March 10.
KFOR reports that the woman had a protective order against her 20-year-old ex-boyfriend and that he was allegedly armed when he entered through a window.
The woman said the man assaulted her, but she was able to get away long enough to grab a gun and shoot him. “She then ran to a neighbor’s house to call police.”
KFOR’s Ashley Kringen tweeted that police said the shooting “appears to be justifiable” in light of the protective order violation.
