So, I wonder if the Fredericksburg Police Dept. could now be legally compelled to participate in a similar "gun turn in" sponsored by the collector that wants access to unwanted firearms for his/her own designs.

Re: VCDL: Judge refuses to halt Fredericksburg gun return
I stopped by the F'burg PD on Saturday. There were about a dozen pro-gun folks standing parked along the road leading up to the station. I stopped and badgered them about wanting a free gun. They tried to buy mine for cash. As I went to pull away from them and headed for the station to turn around and leave, a cop in a traffic vest all but ran up to my truck from his posted sign "Gun Turn-in Here". I rolled down my window and told him that I was just turning around. He obliged and I left the scene. He seemed very eager to "help" me.

If it wasn't public money being used to buy these firearms, I wouldn't have a problem with it. Just makes me wonder why there isn't a concerted ad campaign to let these gun owners know that they can sell them on the open market, and maybe get a little more than the cops will pay. Or, why aren't gun shops advertising that they'll buy the weapons?
There are a whole slew of ways that these guns could disposed of without using public funds.

Maybe we should hit the next one, and start offering $150.
