In other words, you still can't carry in DC.

Exactly. That equals an outright ban. I don't know how many of you spend time in DC, but it is impossible to be anywhere in DC and not be inside at least one of the "restricted areas" listed in those sub-parts. And that is not a coincidence. I am 100% sure they crafted the law to accomplish just that.

Here's an email that Ed Levine sent to the members of the DC City Council:

Subj: Guns in DC - I am planning an "I told you so..."
Hello -
I have watched the whole "gun law" thing progress in DC even before the days of Dick Heller. I am glad to see the judge ruled in favor of the US Constitution.
The one day in DC that Chief Lanier told the force that Open Carry and Concealed Carry was now legal was the safest day DC had seen in decades. Bad guys stayed home. Criminals do not like their victims to shoot back.
I have watched you try and craft a law to follow NY, NJ, MD etc.. and try and loophole your way into complying with the order while remaining very restrictive. Let me tell you.. it's not going to work.
The reason of "self defense" on the permit application shall be good enough or DC will find themselves back in court. I need no "compelling reason". Open Carry will have to be allowed or you will find yourselves back in court as well.
Tax payers will get tired of funding your battle to break the law and try and be controlling of guns. I urge you all to read a book written by local author, Dr. John Lott entitled More Guns, Less Crime. The statistics are there, you simply choose to ignore them.
When your new law fails.. and the judge spanks you.. I will be one of the first to tell you that I told you so.
Good Luck,
Ed Levine

I can only imagine the nonse that their CCW process will include. Hell, I wouldn't even want to put up with what DC owners have to put up just to possess a firearm:

Eh I always considered DC a "no fly zone" anyway.

Been to DC twice since moving to the area in 2009, once for a wedding and once to take my father to the Vietnam Memorial. I have no reason to go to that place on my own, same deal for MD.
