Three reasons for the timing:
1. As others said, an opportunity for the regime to sidestep accountability as the new AG claims he doesn't know anything about Holder's crimes. Expect his computer to crash any minute, too.
2. The regime needs to get a replacement confirmed during the lame duck session, before a GOP-run Senate can give them a hard time.
3. Holder wants to cash in big in the private sector. The best opportunity for him to sell his influence is before Obama leaves. Two years of direct access to the President's marionette strings will be worth a ton of money.

I guess you didn't hear? A SCOTUS is about to open up due to a Justice (gag)is about to step down. The rumor mill says during the lame duck, Obummer plans on appointing Holder.
You want to see 100% of anything that looks like Justice get tossed out the window? Let that happen. Every one will be judge by their skin, wealth, and family of origin instead of on facts and if you actually did something wrong.
And that leads me to a question. Holder has Mexican heritage with a splash of black, but he is the first black AG? How does that work?

@SHMIV - don't look now, but the latest report is that Al Sharpton is Obama's "go-to-guy" on race and will advise him on a replacement.
@MarcSpaz - If Slick Willy can be the first black president, then it stands to reason that Holder can be the first black AG. At least Holder has some black in him.

All Sharpton? Yeah, considering that the Emperor holds a position for which he is grossly unqualified, and has handed out appointments to others who are similarly unqualified, it makes sense that he would consult All Sharpton on matters in which Sharpton is wholly unqualified to advise. Also, Holder and Sharpton are cut from the same cloth. They are loud, obnoxious,race-baiting, incompetent, crooked attorneys. Just like the Emperor. I would expect that a guy like them will be filling that vacancy.
That's why I am not very excited about Holders departure. He won't really be gone; he'll just have another face.

The Clinton thing is explainable. The joke is that Clinton was the first African-American POTUS, and it was to tease the Libs for saying that Obama was the first African-American POTUS.
See, to the Left, everything is about race, minority, and keeping people "in their place". I am second generation American. My grandparents were all from Italy. I can't tell you how long libs had me brainwashed into thinking I was an Italian-American, not an American.
Even though Clinton's family was born in the US for 2 generations, his family migrated here from South Africa. So, to tease the libs, after doing some minor research to give the joke a little weight, people started joking that Clinton was the first African-American POTUS, not Obama. It was actually the Left, who use race and country of origin as one and the same, that started screwing up the joke. See, they think only black people live in Africa and started saying the Right claimed Clinton was black, rather than of African decent, to try to flip the joke on the Right to make people on the Right look stupid.
With all that said... Holder doesn't "look black" either, at least not to me. I guess its just like Zimmerman... whatever fits the narrative at the time.

Of course, that all changed when the big O was elected into office in 2008, but Clinton said he still holds those memories dear to his heart.
Maybe I misunderstood your post, but Slick was referred to as the first black POTUS long before Obama was around.
BTW - I never knew his family was from South Africa. The joke makes more sense now.
