It is available. Anyone that wants to do a background check on someone can do it online. That's what hotels and property managers use.
Of course, mandating the use of such, in private sales, I wouldn't support. If one is required to use background checks, then a record must be kept, otherwise the law is unenforceable. And, if records are kept, that kind of screws over the more paranoid of us that like to keep our gun ownership under the radar.
