I have a feeling CC is only permitted even though this is an open carry state. Near where I live, CC is permitted at Claytor Lake.
For state forests:

4VAC10-30-170. Explosives, firearms, etc.
No person shall bring into or have in any forest any explosive or explosive substance. This regulation shall not apply to the lawful carrying of firearms and firearms ammunition.

hate to bring this back from the dead, but I have been doing some research.
As long as the park is state and not a National Park, I believe all state rules apply, which would include both OC and CC.
I'm actually camping in Bull Run Regional park this weekend and plan to OC, both while camping and while shooting at Bull Run Shooting center.

Not legal advise... use at you're own risk...
Unless the Code of Virginia specifically lists State Parks as a prohibited area, then it is up to the individual park management. You need to check the regs for the parks you plan to visit.
With that said... Virginia Administrative Code prohibiting "open carry" in all state parks (4VAC5-30-200) was repealed in May of 2012. So if the specific park is good, then open carry is allowed.
Also, I would recommend searching the code of VA for stuff like this. I looked and the only code I found was VA code 18.2-287.4 which says you can't have a firearm that holds more than 20 rounds in a state park unless you have a CHP, you're a LEO, lawful hunting etc.

Again... you need to check the regs for the parks you plan to visit.

I called the park (camp office) and they simply said, we adhere to Virginia state laws so I take that as a yes to OC.

Cool. I would suspect that would be the case with most.

Just to close the loop on this, it was so cold that I didn't open carry at all… 30 high and 16 low means heavy overcoat!
