I've read a lot of science fiction that didn't read as fantastic as this.
"The Adolescence of P-1" comes to mind.
In the book P-1, the AI, clones a copy of himself into a government computer that is totally isolated from the world networks. It has it's own power station not connected to the grid and there are NO wired or radio communications channels of any kind into or out of it's bunker. All data communication with it is by nike net. That is, hand carried, thoroughly sanitized disk packs.
I'll leave it up to you to find the book and read how P-1 did it.
