So the wait time will only get longer...
Just read a post over on hkpro and didn't even realize it before ...
Average time now for Forms to clear seem to be around 6-7 months where before they were 4 months. With the CLEO sign off requirement going away, the already short staffed approvers will be inundated with forms from those areas that had un-approving CLEOs.
I already have 2 Form 1s submitted, but now I'm seriously tempted to just bite the bullet and pull the trigger on .308 silencer I was planning for my Christmas gift this year.

At this point, I think the only way to fix the issue will require congressional involvement. Either increase funding for new hires or start changing the laws (either positively or negatively). They've been implementing process changes that make for more efficiency, but those improvements get swallowed up by more volume. I've read suggestions that probably could result in much greater efficiencies but they'd require bringing everything to a crashing halt for weeks or months while the new system is worked up. We'll see some improvements when they finally roll out the e-forms but that will get swallowed up by the flood of new CLEO-less applications.
This is the end result of a system that was dreamt up in the '30s and is currently implemented with '80s technology and inadequate staffing levels.

I just got my form 1 back from ATF last week, submitted it back in Aug, 6 months.

My CLEO in Goochland, as well as the Commonwealth's Attorney and the Va. State Police Supt. have all refused to sign the transfer form. I have written the Va. AG, my house rep and senator for assistance. The solution is a "shall" law instead of a "may". What good is a right you can't exercise it?

Quite the oposite, once the CLEO signoff requirement goes away expect a BIG increase in forms for the first 6-12 months after that.
I would imagine if ATF does not get more staffing before the CLEO sign off goes away, I think forms will take more than a year.

So the current version of Form 1 can be submitted right now without CLEO signoff and without having to form a Trust?

Nothing about NFA purchases has changed. You still need CLEO sign off as an individual.

I have contacts with some folks who are VERY closely connected to ATF's NFA branch... and even they haven't heard anything about an effective date, or when new forms will be published.
Personally I wouldn't hold your breath, as it may not occur in calendar 2012.
If you are thinking about getting something, I would form a trust, and get your forms in sooner rather than later. If the signoff requirement is removed there will suddenly be a FLOOD of new form 1's and 4's and I'd bet the NFA branch processing time will goto 12-18 months.

Got it... thanks for clarifying. Some how I began to think the CLEO requirement was now gone, and that they just hadn't updated forms yet, meaning we should use existing forms, leaving CLEO section blank.

All, sorry for any confusion I caused. My post was intended to focus more on a potential increase in form submission based on the rumor that the CLEO sign-off will go away. I did not mean to communicate that the CLEO requirement is gone.

In any case, it's not really possible to give a useful answer, since there are so many variables that the answer can be anything. There's no one-size-fits-all.

I'd also Give arsenalattorneys.com a shout... similar price, and is local to the NoVA area, and is a genuinely nice guy. I've met him and his wife at a few VGOF events and would definitely call them for any legal needs.
