Voter registration card doesn't cover people prohibited by 18 U.S.C. § 922(g)(9) or under current mental health care. Yup, all your points are valid. It would be a pain and might introduce new issues... but might also get people off our back for "being diligent".

Of course, diligence isn't working for the video game industry right now....

I understand and appreciate the desire to be proactive and absolute in ensuring a legal transaction, so don't get me wrong. It's a good idea, I'm just not sure the benefit/cost tradeoff and business process is there. There are also a couple of other things to consider:

1 - I thought somewhere the law stated that it was to the "best of knowledge". I can't find it right now and have to leave work to take care of animals
2 - data latency. Consider this use case: seller becomes a prohibited person according to 922(g)(9) and engages in a sale prior to the propagation of data to the validation system. Granted, it's not a unique use case as the same issue exists with NICS, minimally.
3 - what's the probability of occurrence? And generally (hand-waving here because I can't find the study), folks have been found to "feel" uneasy around mentally unsound individuals (which is why they tend to be "loners").
And if Bruce Dickinson wants more cowbell, we should probably give him more cowbell!
