It's a Martini. Beyond that, it's hard to say with what's posted, as the manufacturer's markings have been scrubbed off the receiver. Either that or I just can't make out what's there. If I could make out the proof marks better I might be able to determine when and where it was stamped.
It seems very odd to have a scrubbed .22 Martini conversion. The shops that did it (Bonehill, Greener, etc.) were usually quite proud of their work.
