This is done in Flash. This could be done really simple. a few short clips and then just a basic script to tell it to place the cursor at a random spot when it goes over the head area.
Something like:
Flash plays normal clip of him sitting there looking around, when the cursor goes over the area (predefined) of the head, flash plays one of the clips of him swatting and executes the script to relocate the cursor.
Now, what language is the script using? Probably JavaScript. When scripting in flash, you can use different languages. It recognizes Javascript, VBScript and I believe JScript.
