Thank you all for your comments and suggestions. Here is a little update.
The neighbors have been keeping a low profile lately (good).
I managed to sell my Colt 1991A1 compact for $500 and the wife just received her brand new PPK last night. She will go out and practice with it in our little 1 lane range at the back of our property. She will apply for her permit next week.
I will post more if any thing else happens.

I would try to get pictures of the bad dogs on your property, each tagged with date and time
that demonstrates the dang things are on your property time and time again
but also agree, that if POSSIBLE, I would do the S.S.S.

Game Cam would capture them on your property and will tag it with Date and time. Just put a coupl up and now you have proof they are on your property.

I say you wait for the dogs to come back on your property, put yourself in a position where the dog is between you and the neighbors house (using any kind of food should do the trick to steady the dog for awhile) and fire a few rounds that go over the dog (it'll still run off) and hits your neighbors house. Maybe then they will wake their sorry butt's up. Oh yeah, a witness usually helps too:)

In Elmira NY a couple of years back some wannabee, fired a gun into one of the local housing projects. Went through the wall and into the head of a sleeping man!

Sounds to me that you are in fear of death or serious bodily injury to you or your family members from these dogs. You may want to contact a lawyer and draft a notice to your nieghbor that further endangerment of your family on their part will not be tolerated. A good lawyer would have a field day with this. Just document what you've done to seek relief from this danger and let the experts handle it in court. Endangering your nieghbor or their property is NOT the answer. Just my two cents worth.

I agree. I don't know how old your children are, but if they are old enough to be trusted that they won't go stupid. You could give them a small canister of pepper spray to defend against the dogs too (only on your property obviously). Won't hurt anyone (permanently) if they screw up with it, but it could give them a 5 second delay of a snorting snuffing dog to escape into the house. But you would have to know your children and can they handle something like that. I have a 6 year old and though he is a great kid not something he could handle, but maybe if he was 10 or 11.

If you feel your kids face so much danger that they need pepper spray then you should go ahead and shoot the dogs or at least make it clear you will.
BTW from what I heard it does not do much animals.

Nuisance dog? Helloooo! MENACING dogs!
I was thinking about an Air horn in a can, the kind that I use on my boat might be an alternative answer. Every neighbor will hear it & know exactly what is going on. Do you have other neighbors that would do the same? Witnesses anyone? You could have several horns around the house, car, yard, etc.
Who ever you & your wife talk to anyone for whatever reason: keep the subject to and continue to interject into the conversation, your fear & concern for your children because of the threatening dogs on your property.
When my children were small we moved to where a neighbors German Shepherd ran free. It came in my yard & attacked my dog, (minor wounds). The owner kept repeating that I couldn't prove it was her dog. I told her that I wasn't interested in her paying the vet bill, I was only concerned about my children's safety. I told her that if she didn't think it was her dog then it wouldn't bother her when next time the dog was in my yard, I would shoot the dog to protect my children. There would be no doubt if it was her dog or not. She continued to throw out accusations & threats in an attempt get me angry & draw me into an argument. I emphasized that my husband didn't need to be home for me to protect my children. I did not yell, curse or act hysterical. I kept my voice low, almost monotone, and very calm. I wanted my voice serious & I kept my eyes locked on her. She was uncomfortable about my eyes on her the entire time I spoke. I won the staring contest. I kept calm, & emphasizing that I am a mother & I will protect my children. My concern is my children. I kept emphasizing that I feared for my children & that i would protect them. Keep on that subject anytime you talk to anyone. You guys might think it unusual, but that lady kept her dog up after that one conversation. She knew that I was serious. I am ALPHA B**** when it comes to protecting my children! There is one thing, I was in the country & the nearest house was 1/4 miles away.
As I am sitting here typing this, I remembered that I had that problem where I live now! I did the same thing, voice calm, emphasizing over & over I was concerned for the safety of my children and the neighborhood children. I didn't threaten anything, but It worked then too. Young man knew he was wrong. Kept the dog up after that.
Ask animal control to cite the county ordinance (you want to look it up in the law library) that prohibits animal control from taking action until after the dog bites or mauls your child. Ask them to cite the ordinance for the procedure they follow when a dog mauls your child. Your concern is for your children.

We have had no problems since this last incident. Just some minor issues with the son (who owns the dogs).
The wife had gone out back to practice with her new PPK and when she was done the son hollered over to her that he had one of those also (gun). I guess now would be the time for a little background on the son (age 2? now). Ever since we have lived here he has been in trouble with the law for some reason or other. Drug possession, DUI, threats and quite a bit more. According to his mother, it was never his fault, but the people he was with or the cops picking on him. Now, I give everybody a chance and go by what I see and not what I hear. His track record speaks for it's self though in my opinion. Once ok, twice maybe but not 10 times...sorry, it's you and not your friends.
Anyway,,,,,knowing all of this, I decided to go out and do a little practice my self after wife told me what he hollered at her. After going through several mags in the PPK and Kahr I decided to go back in. While walking back to my house from the back shooting area, he decided to holler at me also. I changed direction and went to the fence that divides our property. I called him over to the fence and asked what his problem was, because me and the wife where just trying out her new gun and dusting off our shooting skills. Of course he had nothing to say to my face, so I told him what went on with his dogs from our perspective. He got really defensive and admitted that he did not know the whole story. His mother (old drunk, my opinion) had not told him what had happened. He stated that he would try harder to keep dogs under control. Also, found out that the mother is the one who let them out. I also got a call from the father (super nice guy) asking what was going on, that he did not want any problems. I explained the situation to him and he was totally surprised. He is an older gentleman and not in good health. He said he would talk to his son and wife...Since then, I will say that they have done pretty good. Son and wife have taken dogs out only under their control and even with a leash. I am starting to think that the mother is where the lack of responsibility lies.
