I don't know--if a cute girl was doing the washing, I suppose I would have been stimulated, so...
This is critical government spending. Cutting it from the stimulus plan or future budgets will have dire effects on the American economy. Nothing to see, hope and change.... :whistle:

Now that the mandatory jokes are out of the way...

The genitalia-washing program is part of a larger $12-million UCLA study examining how to better encourage Africans to undergo voluntary HIV testing and counseling – however, only the penis-washing study received money from the 2009 economic stimulus law.
From the actual proposal:
We propose to evaluate the feasibility of a post-coital genital hygiene study among men unwilling to be circumcised in Orange Farm, South Africa.
the researchers will develop another study to see if the “penile cleansing procedure” actually works to prevent HIV infections.
Who do these people think they are and how do they get away with parading this around as science?

They aren't investigating if washing your penis after sex actually reduces the risk of aids, they are studying how to get their social engineering wet dreams to work! That isn't science, that's manipulation.

I guess they have gotten bored telling us what guns we can own, how many hoops we have to jump through to own them, what ammo we can own, when we can carry guns, how we can carry them, what features our guns can have, how we must lock them up, etc. That is just a small sampling of their social engineering for firearms, but it extends into all aspects of our lives.

These people are sick and we let them have power in our government. FYI social engineers: you are not better than us...you do not know how to run our lives better than we do...we are sick of your controlling nature...get out of our lives or we will throw you out! This is the real reason for all of the nanny state nonsense like Obamacare.

They really think they can make a better society if everyone does as they say! Such simple, small minds posing as our savior, but in reality they are a plague, a blight on society. When they invoke the law of unintended consequences, they are shocked to find that their tyranny failed. "Obviously it was because of those independent people who resisted doing what we told them." No, it isn't. You failed because you aren't even qualified to run your own affairs (and we want nothing to do with them either) let alone others. Get over yourselves.

We have been plagued by these social engineers for generations. E.g. They've tried to ban alcohol and made more drunks. The list is practically endless. Why do we bother following any of their rules?

Ever feel like the Goverment is really out to screw us all, Or maybe this Administration just don't know which way to go? Now WHY would they think that spending money like this will help OUR economy?
