Moving to Virginia, CHP permit proof of residency

I will be moving to Virginia around the first of June and I would like to apply for my chp permit as soon as I arrive. When I bring the completed chp application to the county clerk, will I have to show proof of residency and if so what is required? My family has a home there, but I will only be there for about a week or so, just long enough to find a permenant place to live. Transferring my NY drivers license to VA requires proof of residency, like a lease agreement and that will probably take a week or so to get. So am I putting the cart before the horse by attempting to start the chp permit process before getting a valid VA drivers license? Thanks in advance for and help or suggestions,

Once you have your VA driver's license, you can apply in the city or county where you live for a resident concealed handgun permit.

A lease or rental agreement would probably be a good start. Getting your DL is good but you can apply for your CHP on the first day that you live in Va, if you have the documentation.
