Maryland HB 52
Re: Maryland HB 52
I got this reply today to my email:
Thank you for contacting my office regarding HB 52. I am a co-signer of this bill and have been a longtime supporter of Gun Rights in Maryland. I will continue to support this, and all other pro 2nd Amendment legislation as long as I am elected to serve in my office.
Please consider coming to Annapolis to testify your support, as this is crucial to the success of any bill. You can contact Del. Smigiel for information on when HB 52 will be heard in Committee. (410-841-3555)
Thanks again for contacting me, please do not hesitate to do so again.
Constitutionally Yours,
Don H. Dwyer, Jr.
Delegate
District 31, Anne Arundel County
House Judiciary Committee

I got that second email today too. I guess there's been enough input that he's put together a formal reply. That's a good sign. I found out my Dad is friends with the guy so I'm trying to make a personal connection too.

FOPA only applies if you are passing through a restricted jurisdiction. If you stop, you are under jurisdictional laws. So, if you are driving from Vienna to Wachapreague via Annapolis, you are covered by FOPA. If you stop in Annapolis for lunch, Maryland law becomes applicable (you are now traveling from Vienna to Annapolis). If you have an errand to run in Silver Springs, first you need to go home and put your handgun away, then you may enter Maryland legally to run your errand. Since I work and shop in Maryland, this is what annoys me most.allingeneral wrote:18 USC § 926A. Interstate transportation of firearms states:
Notwithstanding any other provision of any law or any rule or regulation of a State or any political subdivision thereof, any person who is not otherwise prohibited by this chapter from transporting, shipping, or receiving a firearm shall be entitled to transport a firearm for any lawful purpose from any place where he may lawfully possess and carry such firearm to any other place where he may lawfully possess and carry such firearm if, during such transportation the firearm is unloaded, and neither the firearm nor any ammunition being transported is readily accessible or is directly accessible from the passenger compartment of such transporting vehicle: Provided, That in the case of a vehicle without a compartment separate from the driver’s compartment the firearm or ammunition shall be contained in a locked container other than the glove compartment or console.

Several years ago my family and I were traveling from my parents in PA to our home in VA. I usually carry in a fanny pack when I drive. The boys needed a stop along the way. We stopped and all went into a Sheetz. A few minutes later a Frederick, MD PD walked into the store. I then realized I had my Sig around my waist.
It was a long 10 minutes until he left.
How stupid is that. I hold permits in PA and VA and I have had one since the day I turned 21.

Wow I didn't think there was another state other then the People's Republic of California that was worse than Massachusetts when it came to gun laws.
Firearms are second only to the Constitution in importance; they are the peoples' liberty teeth.

Kalifornia and Mass are nothing compared to MD and IL...massparanoia wrote:Wow I didn't think there was another state other then the People's Republic of California that was worse than Massachusetts when it came to gun laws.

Has anyone heard any updates on this matter? When will this bill be introduced or voted on in Maryland?

Please dont hold your breath. If you die from it while on the forum, Rick might have to fill out tons of paperwork. Not to mention the bad press we would get...9MMDerringer wrote:Has anyone heard any updates on this matter? When will this bill be introduced or voted on in Maryland?
Man dies from asphyxiation while waiting to post "good news" on a VA based gun forum. Film at 11.

There has been no movement since the hearing in January. I wrote Paul at Maryland Shall Issue and he sent back: "No movement on it as of yet. Likely, it will be desk-drawered."
I don't expect to see any movement. I know there is also another bill in Maryland to make them shall issue also, but wouldn't hold my breath.
