Since open carry has NEVER been illegal in Ohio there are no laws regulating how one can open carry.
This guy wasn't arrested.

My first cell phone had two carry loops, one on each upper corner, so I made a neck cord for it and wore the phone inside my shirt. It was easier to get to than having it in a pocket.
Before you ask, the photo is not of me. I'm taller and not as good looking.

When concealed carry was first passed into law in 2004 the law required that a firearm carried by a CHL holder in a vehicle had to be in plain sight. This lead to what was called the "Buckeye Tuck" where one would tuck their shirt or jacket behind their holster as they entered their car and untuck it as they got out. I just wore a shoulder holster and an over shirt which I would remove when I got in and replace upon exiting. Serious PITA.
Also it was not legal to have a loaded firearm in a vehicle without being a CHL holder and loaded was defined as having a firearm and a loaded magazine that fit it ANYWHERE in the vehicle even if totally separated.
These were "poison pills" that were supposed to kill that first concealed carry bill.
It took years to get most of these removed from the state code.

That being said, a lot of people said they contemplated wearing their CC gun on their head when driving.
