I couldn't seem to find out when that testimony what given.
I did find a longer video of, what seems to be the same even recorded from a different angle, the same event.
All videos I've found of the event have all been posted in the last week.
There are also references to articles that state that Captain Jack McCauley was specifically ordered by MD Governor O'Malley's administration NOT to answer questions about a proposed gun bill earlier.

OBTW = Democratic Governor O'Malley was replaced by Republican Larry Hogan on Jan. 21, 2015.

McCauley has become quite a vocal supporter of carry rights in MD recently and is now a regular poster on mdshooters.com about crime and carry rights. I believe that video was done earlier this month. There are a number of pro-gun bills proposed this year and, while there is little chance that any of them will make it out of commitee, McCauley along with Maryland Shall Issue, AGC and a lot of folks from the mdshooters.com community have been pushing as hard as they can to be heard.
