They have arrested a 20 year old "Yoot", apparently he said he was is a dispute with other individuals and fired at them accidentally hitting the Police. The weapon used was also obtained.

So, I don't think the kid is telling the truth, but that just shows he is not a complete idiot.
It reminds me of the guy who's murder alibi was he was being arrested across town for robbery.

Just throwing a hypothetical out there... what do you think the chances are that the coming civil war will start in the poor black communities? It's obvious that everyone is upset about the way the government handles the people, but the more affluent you are, the more likely you are to vote instead of fight. When you have nothing to lose, war seems like a much quicker way to get results. And lets be honest the low income black urban communities feel the affects of bad politics the most.

As the the hypothetical question, I'd say that the chances are fairly good. Certainly, a theory not to be disregarded.
I'm noticing that, along with the odd east-coast earthquakes, that various locales seem to be about due for periodic disasters. For example, Arizona seems to have volcanic activity every 2,000 years. The last time was about 2,000 years ago. So, a series of natural catastrophes, followed by looting and general mob uprising, a government set to take complete and total control in the event of major disaster...
As a side note, there are caves that are owned by the Federal Government, and space is leased, inside the caves, for cold storage, to private companies. A tank and a few men, and suddenly those caves are a stockpile of food controled by the Fed. It's also worth noting that the highest-security facilities that I enter are facilities that house food.

And there is never less than 3 federal LEO's in the mess hall. Sometimes dozens (mostly at chow time. LOL).

but its true, a lot of the food operations now a looking more like .mil compounds with fences, cameras, guards, etc...

I was actually incorrect in that statement, though. There is a manufacturer of chainsaws and lawncare equipment that has a slightly higher standard of security than the average food storage facility. But, given the area, and its susceptibility to hurricanes, I understand why.

You are beginning to see the impact of two related regulatory schemes:
The first is the Food Safety Modernization Act (FSMA) that was signed into law in 2011. This entails a vast expansion of the reach and powers of the FDA. According to the FDA, “FSMA reflects the need for a modern, global food safety system that prevents problems rather than primarily reacting to them after they have occurred.”
This leads to the second scheme; the “Global Harmonization Initiative”. According to the “Global Harmonization Initiative”, it was “Founded in 2004 as a joint activity of the US-based Institute of Food Technologists (IFT) International Division and the European Federation of Food Science and Technology (EFFoST), the Global Harmonization Initiative (GHI) is a network of scientific organizations and individual scientists working together to promote harmonization of global food safety regulations and legislation” In plain English, that means our food regulations are being changed (by edict of unelected bureaucrats and technocrats who are not even appointed or hired by politicians and may not even be in the USA) to “harmonize” with those in the rest of the world. By the way, it works out that there is particular emphasis on EU and UN standards. The passage of the FSMA afforded these pencil-necked geeks a golden opportunity to hijack the food safety regulation system and change it into a dictatorship of non=-elected technocrats with the FDA as enforcer.
Security in food plants and food storage facilities is most definitely impacted. Food plants basically are required to have a “Fort Knox” mentality; which runs into BIG BUCKS. And of course, in addition to the FDA’s feds, the GHI now has its own collection of (basically self-appointed) engineers/technicians imposing draconian regulations and standards from high in their ivory tower totally without real-world input. Just what was needed. A lot of people consider these sweeping new requirements to be excessive, overly burdensome, and in some cases just plain ridiculous; but that’s the only way our federal government operates these days.
As usual, it took the feds and the GHI nerds a while to get the regulatory behemoth built and start it rolling. But it is now pretty much in full force and its impact is being felt throughout the food production, storage and distribution system. The consumer, of course, will ultimately pay the bill, which will eventually run into billions of buck$ per year.

My sister thinks that I am nuts for giving conspiracy theories any serious consideration (to her credit, I will consider every conspiracy theory presented to me, even if I don't buy it ). But, this is the same sister who has said to me, more than once (and usually with a roll of her eyes), "Don't be silly; the government won't do that. They can't, it's illegal. "
Considering the above, how could you NOT see a conspiracy in that?
