See, I'll tell you why I don't believe it. When a ship is out to sea, the entire vessel is grounded. It acts like a huge RF cage, protecting everything inside that giant metal ship from external RF and magnetic energy. In order for a plane to produce a large enough non-nuclear EMP wave to affect anything on that ship, it would drop itself out of the sky too. Not only would it take itself out, it would likely happen long before it affects anything on the ship.
I doubt that jet could carry something big enough to affect the boat too.
Also... electronic jamming via EMP type are not cumulative. One pass would be enough. If not, making more passes would not work either.
Now, it is likely that the jet was jamming known frequencies, more or less blinding the ship for a few minutes, but in real war, they would have just shot it down and been back in business in seconds.

@ORS, it doesn't work that way. EMP weapons work do to the overwhelming amount of energy, regardless of the wavelength of the energy pulse. And again, it would still overwhelming the aircraft long before the ships electronics.
Also, traditional transmission lines would fuse before the energy reached the equipment. They would be far from dead-stick scenario. Radio may be temoraraly disabled but both LOS and NLOS weapons would still be operational. Meaning guns still woork as well as nukes with preprogrammed strike coordinates.

I'm not familiar with this news source or the people involved, but my first reaction to the story was "I doubt that", so I did a little poking around on the internet. When I got to the part about the chairman of this news organization wrote a book about how the U. S. Government carried out the attacks on the World Trade Center and Pentagon on 11 September 2001 I changed my reaction from "I doubt that" to "I don't believe that". I stopped poking around on the internet at that point.
I won't worry too much about it even if true. In the unlikely event the United States goes to a head to head war with Russia, Russian bombers won't live long.

That Russian junker might have gotten close enough to interfere with some comms for a short while. Point overlooked here is the range of the Standard Missiles that all Aegis destroyers and cruisers carry. Depending on the version, in a war game or actual combat, the Aegis system and missile would have shot down the Russian at somewhere between 40 and 200 miles from the ship.
If a Russian attack plane fired off a long range air to surface missile from a far distance, the Standard would likely take care of that also. If he got close in, he would have to get by the 5 inch gun and the 20 mm CIWS. In addition, an Aegis ship could use their Tomahawks to attack the attacker's home base, so he might have no serviceable runways when he gets home.
If operating as part of an US carrier task force, there would be multiple Aegis ships, Hawkeyes (like an Air Force AWACs) and several dozen F-18s eager to find and destroy the attacker.
Here, this was a show-off move by Putin that he was able to do only because he knew the US Navy would be under orders to not fire unless attacked.
Also, I don't believe the Russians have any electronic attack weapons strong enough to totally jam the Aegis system. If they did, they would not be demoing it for us - they would reserve for an actual war.
Just a lot of BS in that article. I'll put my money on the US Navy and their systems versus a 40 year old poor copy of the F-111 design and Russian electronics.

I was just thinking. .. If a plane WERE to fly over a naval ship, and emit an EMP strong enough to disable said ship (or any other modern military vehicle), wouldn't that plane disable itself?

It would be interesting if someone was able to discover of the originating source of this story. It may be the Kremlin, but I'm not so sure the Russians would let on if they had this capability. For any government, an ability such as this is one of those "cards-held-close-to-the-chest."
