Is there any public hunter grounds, areas, forest, etc in the Hampton Roads area where I can plink and target practice? I rather not have to pay $100 or more just to target shoot and I do not want to be confined to range rules.

most of Hampton roads area is a no rifle hunting area, so doubt you could plink on the few hunting areas around.

Not sure if they all have ranges or not. I know the ones by me do.
