Va. Senate passes lifetime CHL permit bill.

Post by dorminWS »

Just got this e-mail from the Wise Co. Circuit Court Clerk:

Concealed handgun carry law may be modified if House concurs to $100
lifetime fee issued by the Virginia State Police.

This is excellent news! I have to renew mine before the end of June. Does anybody know when this might get through the House?

Probably not without some kind of quid pro quo. After all, he's supposed to be a big dealmaker, they say. I'd be surprised if Bill Carrico is on McAuliffe's Christmas card list, too. But then again, the democrat-controlled senate passed it. Be surprised if the house don't do so by a blowout. Maybe daGov will sign it as a giveaway sort of like all that free fancy booze and grub he's been handing out at the Governor's Mansion.

Unless it's emergency legislation (and so far it's not), I don't think it will, if passed, take effect until July 1.

Yes. It's an easy "look at me I don't hate guns after all (because this one really didn't change anything)" talking point in the VP debate.

I do believe this would not be available until Jan 1 2015 if it passes the House.

Don't let this fool you. In 1978 I got a job as an Armed/Unarmed Security Officer and my state registration said "Indefinate" as the expiration date. A few years later the state started requiring recertifications with definate expiration dates. Everyone who had "Indefinate" expiration dates had to recertify within 2 years or lose registration. Just because they say "Lifetime Permit" now doesn't mean they won't change it later.

When one may carry concealed without the burden of a permit, I will get excited.

Why the increase in price? Currently payment covers costs. Is the State looking for a way to make a profit?

I would think the higher cost is to help offset the future loss of income.

State Police do the non-resident permits and they have charged $100 for them as long as I can remember. I understand they are sated to handle the lifetime permits.

Yeah, and out of State tuition costs more as well. Current costs are covering expenses as it is.

Mine expires 1/2016, I wonder if instead of renewing it just goes lifetime, or most likely I have to pay again?

I don't think your current permit will be grandfathered in. Your current permit is issued by the circuit court verses the new bill states the lifetime permit will be issued by the State Police.
