Zel Mfg. Tactilite

Please help if you have any experience with this company. A close friend ordered an upper from this company a year ago and they promised a barrel in March or April of 2013. The communication is almost non-existant and they are very evasive. They have said shipment to be 2-4 months out and nothing has shipped in one year. Are these guys crooks? If you have nay info, please pass it along. Many thanks!
