These are IDIQ (indefinite delivery, indefinite quantity), not orders. Over five years, the FBI RFQ states that the minimum purchase will be $25m (over five years, that's $5m per year). The maximum is set also at $100m, but they are always set high...whether for computers, bullets, you name it.
I mean, no one denies that the FBI needs bullets, right?
If a contract is a really good deal, some other agencies may even be able to purchase against the contract, which is why they set high maximums.
I am not a fan of our "big government", but I have also sold plenty to them over the years, and this is nothing to get panties in a wad about. This is not a purchase order, but an open-ended contract solicitation.
As for the MRAPS....DHS has 16 of them, not 2700. I don't know where the 2700 came from (have heard mixed things....army? marines?), but I admit getting sucked into that one too, only to get pissed to find out I've been misled.
