That's really a false statement. You can never really transfer your "risk of being injured or dying" to another person. The best you can do is hire someone to preform a set of risk mitigation tasks, which do help, but can not reduce the risk to zero, nor transfer the negative impacts. This isn't like property insurance where once the negative impact has occurred, the insurance company you paid for will step in and cover the losses. For example, health insurance doesn't mitigate the risk of health problems, it's just a mechanism for shifting the financial responsibility to another entity. The police are basically like doctors, paid professionals who perform risk mitigation activities, but can not incur the actual risk to you.
