On their website, they have a Center for Education at Wolf Trap. They do have classes that adults and kids can take there. Do they consider it a school or school zone? Maybe that's the "federal law" tie-in.

The "credit card bill of rights" act of 2010 contained the repeal of no-gun policy in national parks, but maintains it in "visitor centers, administrative offices" and other buildings under the no guns in federal buildings law. I suppose that they may consider the concert halls "visitor centers".
