Can an individual run into legal trouble by selling off piecemeal an inherited collection of guns?
A dealer told me the only way to liquidate the collection is to sell the whole collection to a dealer, then they sell them through their FFL...

If you inherited a collection you can do what you want with it, you own it. Sounds like a dealer is trying to swindle someone out of $$$... Who's the dealer??

Pretty good scam there. No, it's VA... and his business is predicated on assisting in the selling off of large collections.
It does sound like a great way to scam a widow and skim the cream off years of a leadophile's work... I'll see if he'll quote me chapter and verse of the regs.

There are a few things that come into play.
I don't know all the states laws, so I can only speak to federal/VA law.
Under federal law the firearms assigned to an heir can be transfered without the use of an FFL. This is the one exception to interstate transfer of long, and short arms without the use of a dealer. Once the heir has taken possession, the arms are now theirs, and they may do as they see fit.
Some places you can get into problems...
You live in VA uncle George lived in OH. You get George's Luger, and to sell it to his neighbor. You just completed a transaction between residents of different states.
George passed away but Aunt Mary is still alive, and says get all these guns out of here. You take them all home to VA. The transfer needed to go through a dealer because you are not residents of the same state.
