Hearing damage is generally a slow sneaky thing. You don't notice it until you are having trouble, and then its too late to do much about. Take advice from us grey-hairs and take care of your ears when you are young.
I know it's ignorant to assume high end simply by a high price tag, but at the moment I don't know any better. Is that set in your opinion the "best"?
You can get the non-electronic ones for $40. I got them because I have some hearing damage and am trying to keep what I have. 33 DB is about the highest rating you'll find on muffs. Many are in the 25 db range.... 33 is a noticeable difference.
If you are on a budget start out with the passive ones. If you like them save up for electronic ones, ask for gift certificates to midway usa for birthday, fathers day etc... and then pool the gift cards to get what you were looking for.
Expensive is all relative... a set of the pro ears 33 is about the same cost as 10 boxes of 45acp... shoot a bit less each range trip and put the extra cash into the gear fund.
