I believe that is steel cased ammo similar to Wolf and the other steel cased Russian made ammo.

Wolf ammo in my P89 groups better than anything else, not what I would carry for defensive use but at the range it works well. It doesn't do so well in my other handguns though.

My wife and I have both received our CHP's in VB rather quickly. The last time renewed mine it came in a couple of weeks. I have heard that some of the surrounding jurisdictions take longer.

I have a ruger blackhawk convertible 357 / 9mm. I have fired 38spl, 357mag, and 9mm rounds through it with no issues at all. I have never tried a 380 round in it as the 9mm head spaces on the rim so the firing pin probably would not even reach the primer. The 9mm cylinder was however made for the 9m...
