I found an IWL range in Centreville (~40 min drive). Was told the same concerning them only being for bench shooting/sighting in though. I used the apple law firm; guntrustlawyer.com, and they have associates that are licensed state wide in VA. IMO trust are very useful for a number of reasons. Went to Hightech signs today to talk to them about it and ended up getting it done. Looked at some of their past work, was invited to see the equipment and only charged 48 to get 2 engraved. If you didn't make it before leaving Arizona, you will need to void the previous application and submit a new one. The form 1 was approved and I immediately did the interstate transport paperwork, which got approed before I moved the lower ot of state. I've yet to buy/possess an upper with a barrel...
