So the police said that since Lt. Kim stopped at Walter Reed, he committed a crime. Wasn't Walter Reed Army Hospital a federal facility located inside federal property? What jurisdiction did DC (at that time) have over said property? Also wondering what prompted the police to conduct a search of Lt....

I don't think fringerprint is a requirement when applying for a CHP in VA. Some localities may require it for initial application so check your court clerk; it is not required when renewing your CHP.
