Just my two cents, but, I've never had a scope base come loose and I have never used loctite nor excessive torque. I think folks often make the mistake of over-torqueing base (as well as ring) screws leaving someone a really crappy situation when they decide to switch bases.

Or hit it with some "Break Free" and a toothbrush in the slide serrations and either "Scotchbrite or 0000 steel wool. As Oakridge mentioned you may end up having it refinished sometime in the future, so right now you just want to stop the progression of the oxidation. Walmart has the ...
