Try
http://mrc.virginia.gov/ for fishing information. You need a license to fish if over 16 years of age. You can buy online at
http://secure01.virginiainteractive.org/horf/ A 10-day temp, Nonresident saltwater license is $10.00 from DGIF
I can't tell you about diving though. Enjoy your Vacation.

It used to be there was no permit required east of the Chesapeake Bay Bridge tunnel (possible Lynnhaven Inlet), but I guess they nixed that.

Give Lynnhaven Dive Center a call. Everytime I've ever been in there, they have been most helpful. I know they have trips all the time to Va Beach offshore wrecks. Yes visibility can be bad at times, the farther south and west you run, the better it gets. Just get away from the mouth of the bay area and visibility (and current) improves dramatically. And there are a number of good dives to shipwrecks here.
