The C&R License application isn't that much different than the 4473 you complete when purchasing a firearm. The information required is basically the same but in a slightly different format.

1. Request the application form

You can get the form from HERE, be sure you mark F7CR as the form you want mailed to you. It took about 6 weeks after I requested the application form before I received it. I've been told there is/was a bocklog on orders for all ATF forms. As an alternative, if you have an ATF office nearby you should be able to pick up the forms directly from that office.

2. Complete the application.

There are 2 copies in each application packet. After completing the application form, copy 1 will be returned to ATF with your $30.00 fee- the address to mail it to is on the back of the application. Copy 2 will be sent to your local Chief Law Enforcement Officer. That is all that is required of you. It is up to your local Chief Law Enforcement Officer to contact ATF if he feels there is reason not to issue the license.

3. Receive your license.

After you receive your C&R License- DO NOT SIGN IT. Make copies of it and then store it in a safe place. Use the copies when purchasing C&R firearms. Provide signed copies to any companies you think you might purchase firearms from, having them on file will save time when you do decide to make a purchase.

4. Buy guns.

Locate the C&R firearms you wish to own, purchase them, then

Do you mean the "welcome packet" that is supposedly sent with the license?

Whatever it is supposed to be , i figured it would be rules & regs.

I haven't seen it but I have been told it applies mostly to those that have a full blown FFL. I think as collectors the biggest things we have to worry about is:
1. Is it on the list or does it qualify (50 years old)
2. Keep the bound book up to date
3. Be reasonably sure that anyone we sell to is legally able to have the firearm

You get to have certain types of firearms delivered to your door AND inspection visits from the BATFE.

Asides from buying C&R or FFL 03 firearms and getting them delivered to your doorstep. I understand some C&R holders get discounts for gun parts and accessories from vendors such as Brownells. I haven't taken advantage of this since I don't build or do gunsmith work.
A thought to keep in mind is the right for the BATF to come into your home to inspect your C&R collection and make sure your bound book is up to snuff. I read on AR15 some guys have been on the receiving end of these inspections where the C&R holder is given advance notice. Mostly they were not negative experiences but, you have to ask yourself if you mind this type of intrusion into your home. The inspections are limited only to the C&R firearms and the bound book according to the reg. After three years you may opt to let it lapse in which case you should hang on to the bound book for your records.
I going to let mine lapse since I'm getting out of C&Rs and into other hobbies.
