Craig Becker, a former union lawyer who President Obama nominated for a seat on the National Labor Relations Board, did not get the 60 votes needed to break a Republican-led filibuster.

The Senate blocked President Obama's nominee for the National Labor Relations Board on Tuesday, as Democrats fell short of the 60 votes needed to break a Republican-led filibuster.

Two Democrats, Sen. Blanche Lincoln of Arkansas and Ben Nelson of Nebraska, broke with their party to vote against Craig Becker in the key procedural vote, which failed 52-33.

The vote also was significant for displaying the GOP's newfound muscle, as it came days after Republican Scott Brown of Massachusetts was sworn in as the newest senator, breaking the Democrats' 60-vote supermajority -- though the measure would have failed even without Brown's help, given Lincoln's and Nelson's no votes.

Republicans have held up Becker's confirmation for months. They say Becker would push an aggressive union agenda at the agency that referees labor disputes between unions and management.

turns out this guy will get the appointment after all, Obama has threatened to use the recess process. SEIU president told obama to get it done.

Obama owes A LOT to the union leaders in this country and has no choice but to kiss their asses for the rest of his term in an effort to appease them. After all, it is the Labor Unions that got him elected.

I think you can expect to hear a lot more about labor initiatives and changing of the Labor Union laws and regulations as we proceed through this summer and on toward the end of the year.

If Obamahopeandchange goes so low as the recess process it is just one more nail in his eventual political coffin, I think even some of his followers are getting tired of a college professer without a clue trying to run the country according to some university model in a textbook. So now to be seen as taking his marching orders from the Janitors Union is just classic and will add to his epitaph as the worst president in history....Ever!!!

Unfortunately, the "Recess Appointment" process is something that many presidents have used in the past, so I don't know that it can be held against Obama. The thing that should be held against him is the quality (or lack thereof) of the people that he nominates for his cabinet and advisory positions as well as Federal Judges and whoever else he is allowed to nominate/appoint.

Just to back up my first statement, here are some numbers regarding Recess Appointments by other presidents.

* President Ronald Reagan used this privilege 243 times.
* President George H.W. Bush used this privilege 77 times.
* President Bill Clinton used this privilege 140 times.
* President George W. Bush has used privilege 171 times (as of April 4, 2007).

yeah , he won't be doing anything that all our republican presidents haven't done. Its part of the game. This is what happens when you lose elections.The only good thing about it is that the appointment won't last as long as if it was clean .

Good point. Recession appointments expire...I think at the end of the session when they next reconvene after the appointment - if memory serves...
