Cleaning a neglected barrel

Hello Folks,
I just purchased a used 25-06 Ruger rifle form my brother in law, and I'm trying to clean the barrel. I purchased a cleaning kit and a bottle of Hoppes #9 and a bottle of Hoppes copper solvent. I've scrubbed the barrel with a brush and the #9 and ran patches through it, however they never came out clean. Then I ran the brush through with the copper solvent, ran patches through until I ran out, and the last on still came out dirty.
I'm thinking that I may need to purchase Wipe Out. Does anyone have any feedback on the Wipe Out, or any suggestions on how I can get this barrel clean? I think that the gun was fired and not cleaned afterwards and left neglected for a long time.
