Its Lakota Souix and literally means "It's a great day to die" If it is a great day to die, is it not also a great day (or way) to live - still it is a war cry that tells everyone of your commitment.

Also routinely used as a greeting or salutation as two friends meet or part - like hello or goodbye.
In Dances With Wolves two braves walking past each other in their village exchange this greeting.

Much depends on the tone of voice, facial expression and body language so pay attention to those :D
